The red circle the girl is holding represents the red sun of the Japanese flag, so it is a symbol for Japan these days. Just like every other country/people in the world Japan is (or at least should be) precious to all us. And if we care for this country, if we "hold it close" (like the girl does) by sending our help, this sun will rise again and its shine will reach out for the world again. At least this is the idea of it.
